[Due August 2027] Support Android 17

Android 17 was released on June 16th, 2026.

Describe the solution you'd like
We should ensure CHT Android 17 doesn't introduce any regressions and doesn't require any new features in CHT Core.

Describe alternatives you've considered
Hope that lower Android versions are sufficient, or wait until a problem is found in the field.

We have started the work on supporting Android 16 here:

• Due Aug 31 2026: Support Android 16 #416
• feat(#416): support Android 16 (API 36) #437

Google Play will require Android 17 (API 37) support by August 2027.

These are some of the major things that need to be addressed for Android 17:

• ACCESS_LOCAL_NETWORK required for LAN access (for local testing) (link)
• Predictive back / onBackPressed() fully deprecated (opt-out mechanism for Android 16 should still work) (link)
• Robolectric 4.16.1 → 4.17. SDK 37 support landed in the 4.17 line, pending stable release
• Adaptive layout verification (should be mostly handled by the Android 16 work, but need to verify)
• Consider raising minSdkVersion (21 -> 23)
