Adds Shipi18n i18n Check to Static Analysis.
A check gate for i18n locale files: missing keys, dropped placeholders across eight placeholder syntaxes, collapsed plurals, empty values and glossary breaches — deterministic, no API key, no network. Emits SARIF so
upload-sarifgives inline PR annotations, with each finding linking to its rule documentation. E2E self-tested in CI. Apache-2.0.Disclosure: I'm the author.
